Office of External Affairs (OEA)
Under the direction of T. Sue Gladhill, MSW, Vice President for External Affairs, the OEA is one of the administrative units of the office of the president and is responsible for campus support in resource management, development, government and community affairs, and communications for the campus. OEA also manages the University of Maryland Baltimore Foundation, Inc., which receives and processes funds from private donors. OEA assists in the development and implementation of strategies central to their missions.

Communications and Marketing Assistant Vice President, Mark B. Thompson, MHSA
With an emphasis on exceptional customer service and timeliness, the Office of Communications and Marketing provides marketing, editorial, design, media relations, and Web development services to the campus community. It also supports crisis communications efforts and is responsible for the University’s home page on the Web. Award-winning writers, editors, designers, and media relations specialists work on a wide variety of projects to promote and support the mission of the University of Maryland, Baltimore (UMB). The Office of Development and Alumni Relations creates and implements a comprehensive and integrated model for development and alumni relations at UMB. With expertise and focus on the campuswide enterprise, Development and Alumni Relations builds capacity and efficiency through strategic planning and core services, providing resources to unit development officers and collaborating on the implementation of a variety of programs. Government and Community Affairs Associate Vice President, Barbara A. Klein, MPA
The Office of Government and Community Affairs represents the campus community on issues of interest with officials of local, state, and federal governments and serves as the central campus liaison to the local community. Resource Management Assistant Vice President, Judith S. Blackburn, PhD, MBA
The Office of Resource Management provides for the collection, disbursement, and audit of private funds through the University of Maryland Baltimore Foundation, Inc. (UMBF) and maintains a database of donors, alumni, and friends of the University. The office collaborates with all components across the campus to provide support services for the UMB Capital Campaign and also acts as the administrative entity managing human resources, payroll, and the operating budget for OEA.
University Events Senior Director, Nancy Gordon
The Office of University Events provides event and protocol expertise to the campus community and collaborates with the schools and business units to implement major campus events. The office is responsible for developing and planning all major campus events including commencement, a series of Founders Week events, and other programs and activities that enrich the lives of students, faculty, staff, and the greater UMB community.
